The Seal is a Common Blook, meaning everyone has it by default and it cannot be sold. It is part of the Arctic Animal Pack.

The seal only appeared in Freeze Penguin final upgrade, Arctic Buddies. Along with the Polar Bear, Arctic Hare and Arctic Fox, they all execute an enemy in every 5 attacks.
Tower Of Doom Stats (TOD):[]
The default TOD stats are: 7 Strength, 11 Charisma, 8 Wisdom. These stats can be buffed/debuffed by various cards, and are the default stats. Some of the cards that can buff/debuff it are:
