Use wind dragons/party pigs.

Like Deadmemer said, use dragon and party pigs.

If you really need to use penguins,arctic buddies are better, the time they freeze the enemy pretty much equates as the whole monster passing the emperor penguin. It just slows it down while arctic buddies can maybe do 2 - 3 freezes, Arctic Buddies are more worth it
